UK and France Will Dispatch Military Personnel to the Country if a Ceasefire Accord is Agreed

The UK and France have signed a declaration of intent concerning the deployment of armed personnel in the nation if a ceasefire be struck with Moscow, the UK Prime Minister, Sir Keir Starmer, has stated.

Subsequent to discussions with Kyiv's partners in the French capital, he said that the UK and France would "set up military hubs across Ukraine and erect fortified installations for arms and military equipment" to deter any potential attack.

The coalition members also put forward that the United States would play the primary role in overseeing a ceasefire.

Moscow has on multiple occasions stated that any foreign troops in Ukraine would be considered a "legitimate target", but has not yet responded on this latest announcement.

Background and Ongoing War

The Kremlin's head Vladimir Putin began a full-scale invasion of Ukraine in early 2022, and Moscow currently controls roughly 20% of Ukraine's sovereign soil.

"This is a vital part of our pledge to stand with Ukraine for the long-term," stated the UK Prime Minister.

Heads of state and senior officials from the "Partner Group" took part in Tuesday's talks.

He stated at a shared media briefing, the Prime Minister noted: "It paves the way for the operational parameters under which British, French, and partner forces could operate on Ukrainian soil, defending Ukraine's airspace and waters, and regenerating Ukraine's armed forces for the time to come."

The UK prime minister went on to say that Britain would participate in any Washington-directed monitoring of a prospective cessation of hostilities.

Defense Assurances and Negotiation Stances

Top Washington representative Steve Witkoff remarked that "long-term defense assurances and strong reconstruction vows are essential to a lasting peace" in Ukraine – mentioning a central condition made by Ukraine.

Witkoff noted the coalition had "mostly completed" their work on establishing such assurances "in order that the Ukrainian people know that when this war ends, it ends permanently."

Jared Kushner, ex-President Donald Trump's representative, also took part in the negotiations.

At the same time, French President Emmanuel Macron said that Ukraine's partners had made "considerable headway" at the meeting.

He said that "comprehensive" defense assurances for Kyiv had been reached in the instance of a potential ceasefire.

Ukraine's leader Volodymyr Zelensky stated that a "significant advance" had been made in Paris, but cautioned that he would only view efforts to be "adequate" if they resulted in the cessation of the war.

Last week, the Ukrainian leader said a peace deal was "90% ready". Finalizing the remaining 10% would "decide the future of the peace, the destiny of Ukraine and Europe".

Outstanding Matters

  • Land and defense assurances have been at the center of unresolved issues for the parties involved.
  • Putin has consistently stated that Ukrainian troops must retreat from the entirety of Ukraine's eastern Donbas region or Russia will take control, dismissing any concession over how to end the war.
  • Zelensky has to date rejected surrendering any land, but has suggested that Ukraine could move its troops to an mutually accepted point – but only if Russia reciprocates.

Russian forces presently controls about 75% of the Donetsk region and some 99% of the neighbouring Luhansk region. The two regions form the industrial region of Donbas.

The earlier US-led comprehensive proposal that was widely leaked to the media last year was perceived by Kyiv and its partners in Europe as being strongly biased in Russia's direction.
